Context and motivation of the project - legislative background/obligations, institutional policy, institutional structures

Starting in 2012, it was started the Memorandum of Understanding "Building a model and practical intervention to support actions to local guidance networks" between the regions of Friuli Venezia Giulia, Lazio, Marche, Piedmont, Umbria and the Autonomous Province Trento to test strategies and coordination instruments of territorial networks of guidance services. This route, called "Technical Assistance to local guidance networks" (ASSIS.T.), Was designed to develop, test and make available devices and instruments in order for the various system functions, including investigation of potential use of new technologies in communication skills. In particular, as a starting point for comparison were identified actions of career guidance, even with the ability to use the software S.Or.Prendo, already adopted with positive results in Friuli Venezia Giulia, Marche, Umbria.

The project aims to compare, share and experience coordination strategies of the service network for greater integration between systems, with regard to the actions of career guidance.

Methodological approach, activities implemented

The ASSIS.T. path it is characterized by the choice of methodology well as for the innovation of the devices developed and tested. The management of working groups with participatory planning techniques and focus groups made it possible to promote both the enhancement of local experience and active involvement of all stakeholders of the system. With this method were created three working groups to carry out experiments at the interregional level: 1. Standard of professionalism. Support for the training of the operators, with the aim of drafting rules to qualify the professionalism of the sector. 2. Promotion of services. Technical assistance to support the visibility of the services and to promote the use by citizens. 3. Monitoring. Promotion of tools for monitoring and quality standards, to increase the levels of effectiveness and efficiency of the various services provided for the protection of the recipients.

Results and impact - data of program internal/ external evaluation, beneficiary satisfaction, the impact of the didactical practices at individual and institutional level

Achieved results: a) The sharing of tools and methodologies to detect the needs and problems, define shared priorities and mobilize resources / experiences of context, through the direct involvement of the actors of the system. b) The management of processes and inter-institutional collaboration to develop devices operating very, based on models and frameworks shared and already validated. c) The definition and creation of devices based on new web technologies, to help reduce costs, sustainability, participation of all actors and the transferability of the model.

Conclusions, lessons learned

The project ASSIS.T. It is an example of how agencies and regional administrations very different can collaborate actively to find common solutions for the management and resolution of complex problems.

The project has immediate portability of devices created and tested to give support to the operation of the system functions on a regional and supra-regional.
