Context and motivation of the project - legislative background/obligations, institutional policy, institutional structures

The city of Vitoria has a Comprehensive Plan of Guidance for Job Search. This plan offers a diverse catalogue of services to users and personalizes the offer to the needs of the citizen.

Aims of the project

The important thing about this comprehensive plan is that it allows any unemployed person, regardless of age or qualification, to have guidance and individualized support when looking for work, education and training opportunities.

Description of the target group

Young people, and job searchers of any age or profile. The Comprehensive Plan has different sections directed at a variety of target groups.

Methodological approach, activities implemented

The comprehensive plan offers a diverse catalogue of services:

• Guidance and labour intermediation

• Employment Center

• Academic and training guidance

• Labour counseling workshops

• Youth employment services

• Employment for over people 45 years

• GPS Guide - Academic-professional orientation for young people and families

Results and impact - data of program internal/ external evaluation, beneficiary satisfaction, the impact of the didactical practices at individual and institutional level

The work of the career guidance team is supported by figures such as more than 1,000 people attended and more than 2,000 individual guidance interviews that are carried out each year. In turn, this service manages group guidance workshops, which involve more than 300 people each year, and is involved in a large part of the training programs for employment that are carried out from the Department itself.

Conclusions, lessons learned

The City of Vitoria has put in place a Comprehensive Guidance Plan since 2014, expanding on its activities and services each year to respond to the citizens needs.

Directions of further development/ Transferability, replicability

The Plan Offers brochures and a clear website signposting users to resources and activities. The Plan itself is a guide to these resources.

Justification as best practice

This plan offers a diverse catalogue of services to users and personalizes the offer to the needs of the citizen. Currently in its 4th edition, the Comprehensive Plan has revised and renewed services based on users’ needs and changes in technology and the labour market.
