Context and motivation of the project - legislative background/obligations, institutional policy, institutional structures

Lisbon Strategy. The project supports the achievment of the UE established target through Lisbon Strategy in the 2010 perspective: meaning the decreasing of the rate of early education leaving in order to get to max. 10 %. National Reference Strategic Framework (NRSF) 2007 – 2013 One of the 4 thematic NRSF priorities consists in the “more efficient development and use of the human capital in Romania” and a key objective is represented by the “stimulation of school participation and reducing early school leaving” Government Strategy for Roma, 2001, includes: “elaboration of a program to stimulate the school participation and to reduce school abandonment, especially the por segments of the Roma Population; designing and implementing programs to encourage Roma parents to participate in school education processes and beyond; designing and implementing training programs for school mediators and teacher training in intercultural education.

Aims of the project

Increasing the rate of participation in pre-primary education for children from disadvantaged backgrounds; diminishing dropout for vulnerable groups; developing a mechanism for collaboration between key stakeholders in education; increasing quality of education

Description of the target group

students (from 1st. – 8th. grades) at risk of early school leaving; people who have not completed compulsory education; people who are not / were not submitted in a form of education pre / primary; staff involved in the development of education programs such as 'second chance'

Staff (selection, evaluation, training, promotion)

It is meant to create a support mechanism involving representatives of key institutions (schools, school inspectorate, social services, school mediators, parents, community, church, Roma NGOs). In each county will be appointed a network coordinator.

Methodological approach, activities implemented

Warnings in time for social services lead to the initiation of social protection measures which, combined with counseling, leads to dropout prevention. On the other hand, social services and community are a source of information regarding the cases of people not included in the education system. Initially it will work with NGOs in each region and then, the working meetings will bring together representatives of NGOs from the 4 regions. The information campaign on the importance of education will tailor the message to the group that is addressed . The project assessment will be done quarterly. This will allow the correction and improvement of the project activities.

Results and impact - data of program internal/ external evaluation, beneficiary satisfaction, the impact of the didactical practices at individual and institutional level

Lowering the rate of early school leaving; Improving the quality and attractiveness of the education services; Increasing the rate of involvement of key stakeholders in improving school attendance Raising awareness and awareness of students, parents, key stakeholders on the importance of education.

Conclusions, lessons learned

Each additional cycle of education graduated marks a significant step in reducing the risk of poverty. By participating in project activities, beneficiaries will increase their chances of participation in the labor market.

Directions of further development/ Transferability, replicability

Local cooperation mechanism to be institutionalized will operate after completion of the project as it does not entail additional financial costs. Through its results, the project will be a model that could be replicated.
